(Continuation of rumor here:)

Like I said before, I'd love to send Remy to find this guy. The Hesian-Espur-cabal drama will be a special bonus. ;)

I like David's idea of the Hesian killer being one of Espur's, which explains why Espur would know about the killings, and care enough to send their own people into Hesia for retrieval. Maybe the killer has some sensitive information about the Ruby Claw and they're afraid it'll get out to Hesia. They won't tell Hesia that though. IF they bump into Hesia, they'd probably just say something like "hey we know how this guy behaves and we're here to clean up his mess". Hey how is Hesia's cabal regarding territories anyway? If they're violent then Remy's more likely to reach out for a tentative partnership before stepping foot into Hesian territory.

Thoughts?

How the Hesian Cabal treats the murders depends on a few things, namely the citizenship of the victims and the proposed location of the murder. If it's a Hesian citizen OR killed within Hesia, expect a hostile response to Remy, since they're already high-strung from the violation of oath of peace. If they find out it was an Espur vampire behind it, they're pretty much going to think that Ruby Claw is trying to cause a divide between them and the rest of Hesia, and then now coming over to erase the evidence. In that case, I would advise all Espurian vampires to get the 'ell out of Hesia ASAP.

If both victims are non-hesian citizens killed outside of Hesia they'll be more chill and simply think that the Ruby Claw is just trying to use the murders as an excuse to sneak around in Hesia. Not happy about the presence of outsiders, but they won't bite. Of course, they'll go back to being hostile if they find out it's been a Ruby Claw member behind the murders since they're very territorial.

In any case, the "help prevent another Vampire Hunt" reason isn't going to fly, but the above conditions will determine how long they'll play along at a game of pretend-to-be-friendly. ^^;

The Hesian Cabal is still a WIP... (I made a draft, but it's a draft so. >.<)
What I had in mind was basically a Hesian cabal. Literally. They hold the same values as Hesia (at least at first look).

They're quite territorial and they keep tabs on who goes in and comes out quite closely. Being surrounded by a hostile Anyeli Empire does that to people.
The Hesian Cabal will be a cabal that values independence. Just like how the Anyeli have to leave their faction-loyalty at the doorstop and follow Hesia's rules once they enter Hesia, Vampires are expected to set aside whatever inter-cabal/faction/whathaveyou conflicts, lay down their cabal-loyalties and follow the rules laid down by the Hesian Cabal. Or they get killed. Not booted out of Hesia, killed. (I wanted THC to be less friendly than Ruby Claw and Black Rose, so yea, they're pretty violent.)

To Hesia citizens THC is all smiley and peaceful and productive, but to outsiders...wary, and predatory.

PS. it's going to be near-impossible to avoid the Hesian Cabal, especially if Remy enters Hesia itself. (due to the oath of peace she'll be killed on sight if she attempts to feed anywhere outside of Hesian Cabal guildhouses, and THC has a monopoly on blood supply i.e. the bars in Hesia don't serve blood-cocktails)

Well I wouldn't want Remy to be killed on sight, so can we say the victims were non-hesians kidnapped from other towns, and later discovered in Hesia? The Ruby Claw would ping THC to say they're sending someone before sending Remy and her partner (how many outside cabal vampires would be allowed at once?). And then they can play at being frenemies. :D

The first victim (the one who was tortured/second found) would be the one for "possibly from another town" plans, as the second one was kidnapped from a local family -- at least, that was my intention upon mentioning a kidnapping. It'd be silly to have so little wounds on the child if he was bringing him/her to a whole different city all the while either by land or portal, the latter of which would be absolutely insane to even attempt with a captive child or two in tow. On the note of average citizens, just wanna make sure it's known that they are not aware of this possibly being a vampire, so that'd be further disproving of the "vampire hunt" scenario. They just know someone is killing children and desperately want it stopped, as many parents would with knowledge of something like that around.

That said, the Town Guard would have notified the Hesian Cabal to see if they actually would have any vampire runaways/suspects. Doesn't mean either side would tell the whole truth, of course. ;) Yeah, I'm inspiring more group disputes, so sue me!

Hmmm, on further note of this group dispute, while things could be sanctioned for the quest itself, imagine if things could get messy towards the end and Remy "got the 'ell out of Hesia ASAP." That wonderful situation of Remy escaping to Espur and having her pursuers invade Ruby Claw territory instead. :P That'd...certainly be one way to get more active with the char.

So far, from the sounds of things, the Hesian Cabal would grudgingly accept help, so long as they had a way to keep tabs on Remy and a possible partner, as they could be hostile in more just the "I'm in a really friggin bad mood and not going to trust you one bit -_-" sense. Frenemies indeed! XD

Just kidding~ You've got that part right down pat~
THC is Hesia's external patrol while the Hesian Knights (Hesia's Town Guard) govern Hesia itself, so what I (emma really) imagined is something along the lines of:
HK: Like "that body was found on our turf, get your mitts off it"
THC: "But the villain's on our turf, nyah"

Not~ really likely. They'll chase Remy to the borders of their territory and then a bit more, but they won't head into Ruby Claw HQ cos they know its suicide for whichever fools decide to go. Doesn't mean there won't be a few idiot lowbies trying just to get themselves promoted 8D But THC will just say it's the lowbies own will and not a THC order.

Frenemies~ \o/ sounds lots of fun :3 (not to mention THC loves to keep tabs. tabs on blood, tabs on money, tabs on entry and exits, etc etc)
